If you have Photoshop, yes, although most other image manipulation software will do the job too. What you need to do is open up you image, select the burn tool from the menu's on the left hand side (as shown)
Select a brush size suitable for the area you need to cover, choose a brush strength of say, 10% then select highlight, midtones or shadows from the drop down menu....
Lightly brush over your chosen area until you begin to see detail appear as required. Don't over do it though, I've overdone a brushed patch in this example to show you how odd it looks when overdone.
You can selectively burn or dodge highlights, shadows and midtones using this technique, which basically replicates older darkroom printing techniques.
Once you have the detail you require you can then adjust contrast as required too. I hope this helps?
